The Ninghua-Quanzhou section of the newly-built Xingguo-Quanzhou line is located in the southwestern part of Fujian. The line starts from Ninghua Station in the west, passes through Qingliu County, Mingxi County, Yongan City, Datian County in Sanming City, Dehua County, Yongchun County, Anxi County and Nan'an City in Quanzhou City, and finally ends at Quanzhou Station. The new main line of the project is 302.065km, including related projects in Yongan area and Quanzhou area. The main technical standard of the line is the National Railway Class I single-track electrified railway, the passenger and cargo are on the same line, the designed passenger train speed is 160km/h, and there are 34 stations on the whole line. The project owner is Xiangpu Railway Co., Ltd.

The line of this bidding section starts from the roadbed section (DK301+320) between the Lingdou No. 2 Bridge and the entrance of the Nanpingshan Tunnel, and ends at the end of the Hua'an Bridge with a small mileage (not included) (DK334+594.09), located in Datian, Sanming City, Fujian Province Within the county, the main line is 33.30km long, of which 6 tunnels are 27.412km long, and 11 bridges are 3.54km long (including 2 extra-large bridges, 2.2km long).

新建鐵路興國至泉州線寧化至泉州段位于閩西南地區。線路西起寧化站，經三明市的清流縣、明溪縣、永安市、大田縣，泉州市的德化縣、永春縣、安溪縣和南安市等市縣，終至泉州站。工程新建正線302.065km ，另含永安地區及泉州地區相關工程。線路主要技術標準為國鐵I級單線電氣化鐵路，客貨共線，設計旅客列車行車速度160km/h，全線共設車站34 個。項目業主為向莆鐵路股份有限公司。

本標段線路起于嶺兜2號大橋至南屏山隧道進口之間的路基段（DK301+320），終于華安大橋小里程臺尾（不含）(DK334+594.09),位于福建省三明市大田縣境內，正線長33.30km，其中隧道6座長27.412km，橋梁11座長3.54km（其中：特大橋2座2.2km）。
